Overview
On June 18, 2019, Canada introduced two new caregiver pilot programs: Home Child Care Provider Pilot and Home Support Worker Pilot. These programs replaced the older caregiver programs and provide a clear pathway to permanent residence after gaining two years of Canadian work experience.
These pathways make it easier and more flexible for caregivers to work in Canada and later become permanent residents. Each pilot accepts up to 2,750 principal applicants per year, for a total of 5,500 applicants annually.

Home Child Care Provider Pilot
This program is for caregivers who care for children in private homes. If you have work experience under NOC 4411 (excluding foster parents), you may qualify for permanent residence through this pilot.
Home Support Worker Pilot
This program is for caregivers who support seniors or persons with disabilities at home. If you have work experience under NOC 4412 (excluding housekeepers), you may qualify for permanent residence under this pilot.
Basic Requirements
To receive a work permit under these pilots, you must: • Have a valid job offer from a Canadian employer • Show language test results with at least CLB 5 • Have at least one year of Canadian post-secondary education or a foreign equivalent • Be admissible to Canada (medical and background checks) Caregivers already working in Canada on a valid work permit and meeting these conditions can also apply for permanent residence through these pilots.
